It seems pretty empty in bouncytown and bouncy summit. Where is everyone?

I think it's because more people have maxed it and want to do other hqs. Or it's because everyone's gone mad over bbhq. if i was that preoccupied id be a yesman already but im a flunky 5. However, its reason is its reason.
