This pretty much mirrors Tracysmith32's thread below (probs where they got the idea from ). However this contains pics of process and may be more understandable for some of you out there.

Can I play Toontown in Windows Vista?

Answer:

Unfortunately, the current version of the Toontown UK game is not compatible with Windows Vista. We are working hard to release an update which solves this problem.


If you decide to play Toontown on Windows Vista before this update is released, the following steps may help. However, please note that we are not able to support Windows Vista officially and we do NOT recommend that you make these changes to your computer. Proceed only at your own risk. Please also note that Toontown is compatible only with operating systems running in 32-bit mode.

Preparing for the installation

Installing software on Vista


To install any software on Vista computer you need to be signed on to Windows with a Windows account that has administrator priviledges. An account with limited priviledges will not be able to install Toontown.
If you have successfully installed Toontown, you should be able to launch it even if you are signed on with a limited account, but the bellow settings will be required for the limited account too.

Toontown and Protected Mode

Windows Vista runs in Protected Mode by default. This higher security level helps to protect your computer from unfriendly software (probably designed by Cogs!). Unfortunately, Toontown cannot run in Protected Mode. We DO NOT recommend disabling Protected Mode even temporarily, but if you decide to disable it, here's how:
  1. In Internet Explorer, click Tools > Internet Options.
  2. In the window that appears, click the Security tab.
  3. Untick the checkbox labelled Enable Protected Mode (requires restarting Internet Explorer).
  4. Click on the Trusted Sites icon then on the Sites button.
  5. Untick the checkbox labelled Require server verification (https for all sites in this zone
  6. Add the following three sites one by one to the Websites list. (Type them in the Add this website to the zone: field and click Add):
    toontown.co.uk
    toontown.com
    ukdownload.toontown.com
  7. Click Close
  8. Click on the Trusted Sites icon again then on the Custom level... button
  9. Scroll to Automatic prompting for ActiveX controls and choose Enable
  10. Scroll to Automatic prompting for file downloads and choose Enable
  11. Click OK. You might be asked for confirmation when doing this. Click Yes.
  12. Click OK to close the Internet Options window. You will see a warning message after doing this. Click OK to proceed.
  13. Close all Internet Explorer windows, then restart Internet Explorer.

Installing Toontown
  1. Go to http://www.disney.co.uk/toontown/play.html and sign in with your Disney account name and password.
  2. If you land on the Toontown help page that reads Downloading, installing and running of the Toontown ActiveX control allowed failed, with the yellow information bar of Internet Explorer on top of the page reading The previous page might require the following add-on: 'Toontown Installer' from 'Walt Disney Company'. Click here to install..., click the info bar and choose Install ActiveX Control
    You might be prompted a security warning - click Install.
  3. If prompted to accept the EULA, check I agree and click Next.
  4. Downloading of Toontown should start but it probably exits shortly and you land on the Technical Problem page.
  5. Check if the Toontown application file (toontown.exe) has been copied on your machine already. If yes, you should be able locate it on your computer in this folder:
    C:\Program Files\Disney\Disney Online\Toontown\
    The file extension (".exe") is not always shown. This folder might contain other files with the same name - make sure you locate the Toontown Application file ("toontown.exe").

    If you can find the toontown.exe file, proceed to step 6. If it is not found on your machine, jump to Manually downloading Toontown.
  6. Right-click on the file name (toontown.exe) and choose Properties.
  7. Switch to the tab Compatibility.
  8. In the box Compatibility mode, tick the checkbox [i]Run this program in compatibility mode for: and select Windows XP (Service Pack 2) from the list (if it's not pre-selected already).
  9. Click OK.
  10. Try again installing/launching the game by clicking the Play button on the website (repeat steps 1-2). The installation should not be interrupted this time and the game should be completely installed and launched on your machine (this might take up to 5-20 minutes depending on the speed of your internet connection).

Manually downloading Toontown

Should you keep experiencing problems after completing all the above steps, you can still try to manually download the game:
  1. Open Internet Explorer and type exactly this in the address bar (mind the capital letters) then press Enter or click on the arrow button:
    http://ukdownload.toontown.com/sv1.0...llLauncher.exe
  2. When prompted with the File Download window, choose Save and save the file to your Desktop.
  3. Once the download is complete, go to your Desktop, and double-click the installer file to launch it.
  4. If you are alerted with the error message No INSTALL_DIR, click OK to proceed
  5. Once the installer has finished copying files, proceed with step 5. of the Toontown Installation

If you're still having troubles take a look in Tracysmith32's The Complete Fix For Uk Vista as there maybe other things in this thread that may help you further.
