I don't know. Maybe there were a couple of buildings in TTC and a dev was there in a few of them with Tomcat and saw he had a good strategy for a 23 laffer.

They're looking for "outstanding Toon citizens", which means, IMO; they look for toons who are online a lot, they do their tasks quickly, have good gags, and a good strategy to get through the buildings. They never said "We look for toons who are nice".

The CJ battles take about ONE HOUR LONG and even with High Laffers.
And then you can't say,
I'll just take a whole bunch of Big Wigs with me!
No,
That'll make it the hardest CJ in the world.
And when you stun all the Cogs,
You get a measly FIVE LAFF TOON-UP!
And then,
The CJ can do a Blind Jump and take away TEN LAFF!
Also,
When all Cogs are stunned,
You evidence "does more damage to the Scales of Justice."
'Cha right!
Every report I've seen says that this update is the worst.
And that the added damage to the Scales when Cogs stunned never really happens.
So,
Trust me,
I don't think ya'll will like Lawbot HQ.
Plus,
The reward is off-sync with a battle that hard!
I mean,
A Cog Summance!
That's okay if you get the Invasion but I mean,
Come on!
I think you guys get meh drift.

the rewards r laff points its totally worth it,remember, Big wig 15,20,30,40,50
and for blind jumps,use ur ears, in vp when some noob wants a toonup i hav to turn around to toon him up. when i hear that swooshing noise, JUMP! its as easy as that
