Yep, it's the fonts and the free account limit changes.

ETA: The fonts are designed to distinguish between free account holders and full members (all paid accounts will have a name tag change). So, it makes sense they get "released" at the same time. Okay, I snagged this from the FAQ:

Q:When are Toon Name tags available in the Cattlelog?

Aecorative Name tag fonts are available in select issues of Clarabelle's Cattlelog for players who have a full Toontown Membership. These Name tags are a great way to express your personality to other Toons!

Once a new Name tag font is purchased, it immediately replaces the existing Name tag font for that Toon, and the Toon cannot revert to the previous Name tag font unless they repurchase it. Also, you can always check the Backorder section of the Cattlelog for previously available Name tags, including the original Toontown Name tag font.

Q:Why did the Toontown Full Member Name tags change?

A:Full Members of Toontown have a new Name tag font, which appears in the first Cattlelog a Full Member receives as "Already Purchased" -- however no jellybeans have been deducted from their jellybean bank for this Name tag. The original Toontown Name tag font is now used to designate Free access players. However, Full Members can purchase other decorative Name tag fonts through select issues of Clarabelle's Cattlelog. These Name tags are a great way to express your personality to other Toons! The original Toontown Name tag font will always remain available to Full Members through the Backorder section of the Cattlelog. Click here for more information on Member Name tags.

I got a new catalog today. In it was the old font that said nametag and it was not purchased yet. Also in it was one called member name tag. That one said already purchased.
