Yeah, I believe Lawbots cover the government branch, since the government upholds the law.

Yes they cover the judicial and legislative branch but what about the executive branch? A cog president perhaps?

They could always make the top cog the Prime Minister. Since corporations use the terms President and Vice President, it would eliminate confusion. I say the lowest government cog should be Dog Catcher.
