I decided to go to an online translator for those of you who don't speak french so that you can still read the comic (I don't speak french either, so that evens out). I hope this helps

First Panel:
Flippy- Good day toons! Toontown needs you, a terrible cog comes from nowhere!

Second Panel:
Flippy: It will be necessary to show bravery and of courage to show out this villian robot...

Third Panel:
Duck: Let us fear... eh, you.

Flippy- Ahh!

Fourth Panel: Scared you! I have found a cog suit! Fantastic, no? Ah... Flippy?

Note: I had to edit some parts out/ put parts in to have it make more sense to us.

The letter was issued due to the fact that they are about to introduce the Sellbot HQ on TTF.
Online translator that Sandy used didn't translate the tekst of the comic correctly, it misses some words (thats why I guess the Army Man didn't get why the duck came out of the building )

The translation should rather go this way:

(1) - Hi Toons! Toontown needs you, one terrible cog building is about to appear!

(2) - We have to be brave and courageous to show to those nasty (ugly) robots that we are not...

(3) -...afraid AHHHHHHHHH!!!
- Hey, you...

(4) - Did you see I found a cog suit! ********, isn't it? Huh? Flippy?

The image posted by an Army Man is accompanied by the following tekst (I copy/paste-ed from my mailbox, I hope it will work) :

"Voici la première édition de la lettre d'information envoyée par le Quartier Général. Chaque mois, nous vous tiendrons ainsi informés des évolutions et nouveautés dans notre chère cité ! Vous apprendrez également comment aider à la libération de Toontown face aux tristes Cogs, et ainsi reconquérir les maisons perdues par votre bonne humeur et une franche camaraderie Toonesque !

D'ailleurs, nous devons vous avertir : il est confirmé que les vils Vendibots construisent en ce moment un bâtiment d’un nouveau type, et ils sont chaque jour plus nombreux à travailler sur cet immense chantier !
Certains Toons assurent qu’il s’agirait de l’équivalent de notre Quartier Général, tristement copié par les Vendibots pour mieux répandre la laideur et la grisaille dans notre ville colorée.
Nous ne pouvons pas les laisser faire !
Les boutiquiers autour du Jardin de Daisy affirment que certains Toons disparus lors de la dernière invasion sont retenus prisonniers par les Vendibots, enfermés dans l’horrible bâtisse…
Si cela se confirme, il est plus qu’urgent de partir la fleur (arrosante) à la main pour faire éclater de rire tous ces robots idiots !

i take it from the words you have just started learning frech. ive been taking it for 8 years now. je m'appelle means my name is. and the casual way to say how are you is comment ca va? vous is the formal word for "you" and it is usually used when talking to adults or people of higher social class than you

you are totally right except for the use of "vous" which exatly like you said equivalent of english "you" its just that you simply use it not with "people of higher social class than you" but just with those with whoom you are not (or not yet) familiar. And with your family, friends, mates, coworkers (not on the first day though ), or if you're young enough - with people of your age, etc in french language is used "tu".

by people of higher social class i meant teachers, goverment workers (lol) and other thing of that nautre. sorry i couldnt think of any other way to say it.

and of course im totally right, ive had an A+ in french as long as i can remember hehe

Ok I see what you ment! And "Bravo!" for your results in french - I know its not an easy language (I'm not french, but had to learn it when arrived to France so I can say its quite difficult)
