Thats no glitch or mistake. Thats a reward for a Toontask. Its called "Invisible Toon" I think. Their just an invisible Toon, you need to get a Toontask for that.

Yep, Toontown fan is right.
Be careful trying on clothes for the opposite toon gender tho (if you're an invisible guy toon and try on girl clothes or if your a girl and try on guy clothes). Your neck and arms will show and its not pretty.
