In toontown I see people go woof woof or meow but I want to know how to don that could some please tell me.

What you are seeing is secret chat going on between sf/tf characters. So if you type something in the chat box. Anyone who see's it will see 'woof woof' your tf/sf's will see your words.

No I see people do it all the time they Say Woof Woof or Oink Oink or Meow
