TIPS spam

I have heard people reporting false in invaison's and I thought of two things to do about it:

1. Not allow people to report invasions while TT is down
2. You cannot post invasions which have a diffrent cog type to there name.

Since no one really uses TIPS anymore, they have stopped updating it (I think).

So, really, now people just report invasions like crazy. They just think no one uses it anymore, so they decied to just report invasions.
