Listen, the system of "moderation" you're proposing won't work. There are hundreds of invasions every day. You'd get bogged down in the first half hour! (Unless you're all robots). Here's a system that would work:

Okay, once you have an actual invasion, many people will want to report it. Not so with a fake invasion. So, here's what you should do. If someone reports an invasion, it will be logged away. If someone else reports the same invasion, it will add to an invasion's "confirmation count". Once an invasion has a high enough confirmation count, the program will consider it to be a genuine invasion, and it will show up. If this system is popular enough, this whole process would take a matter of minutes. If an invasion does not reach the right confirmation count within an hour, the program will consider it to be a bogus invasion and it will be deleted.

Sound like it could work?

For the second yes, it would work, but I rather use PHP or HTML, but I have no clue how to program that.

Sorry, This isnt needed as we are already underway with a redesigned TIPS system with advanced features

System will be redeveloped using AJAX and will have the ability to syndicate via XML to other peoples site aswell as the ability to place inside applications. We are also finalising the development of a Gadget for Google IG/Desktop and for Windows Live and Vista.

Excuse me, SNN. Well, you gave me permission to change the forums and that's what I did but if you changed your mindand want to do TIPS again I'll change it back tell me what you think. But please don't shut down the forum I really like it and we can change the point of it to Toontown or whatever you want.
