Premature invasion cancellation

A bloodsucker invasion that I reported a few minutes ago was cancelled by someone but it was still going on. I tried to report it again but it would not let me.
I think that only the person who reports the invasion should be able to cancel it.
Until something is done to stop this I shall not be reporting anymore invasions as it seems to be pointless.
