There is a link at the bottom of the open login page. Don't hold your breath on getting a test account anytime soon.

I know people who have signed up for test like 2 years ago, so don't expect to get the email in like a week. You might have to wait years before they will accept you.

It is extremely hard to get a TEST account,trust me,I tryed. My friend has been on the TEST waiting list for about 2 and a-Half years about now...

From your post I assume you are a UK toon. You have to have an account on the american TT server (sorry about that). There is a link at the bottom of the OPEN login sceen to sign up (if my assumption is wrong).
