Basically whenever Disney is accepting new testers, they will post a notice on both the Open and Test sites. Usually this happens when new updates are about to be released on Test (such as HQ's). You cannot be a test toon unless you apply directly from a "sign-up now" notice on the Open Server website, which will direct you to the sign-up page, and receive an email from Disney confirming the account details for your ENTIRELY SEPERATE account from the Open "108 laff" one.

You can sign up for a test account whenever you want. Just because they aren't looking for new people doesn't mean that you can't sign up

Ok, I HAVE a parent's Password, I HAVE a paid account, and when I click on Sign up for test, it says, Account not permitted to have a Test Account. Understand now?

You need to call Disney. Didn't you say that your account is paid through a game card? We can't report this for you.
