Problem downloading Test toontown

My friend and I just wanted to check out Law HQ, so i decided to let my mom try and get on it and let it download. I came home from school, and she said there was a problem:

Problem Downloading Toontown Installer
Internet Explorer was unable to download Toontown Installer version (1,0,19,5). To continue, a new Toontown Installer ActiveX control must be allowed to download and run.

-_- Should I just follow thier steps and down a new one? Or is there another way? Help is appreciated.

Ami what does it say exactly and try allowing popups for the test site.
