buster is 45 laff and has level 5 throw is this unuserl?

Just depends...
Depends on how much you use throw. I choose to use it pretty much exclusively to get to the cream pie before I reach MML and have to deliver one to Cleff. The toon I am currently playing had Cake before turning 50 laff.
So I guess an answer to your question is, no it's not unsual.
