I need help with the site's Live Toon Chat!
It will not connect, but yet I have the latest version of Java.

Your security system is probably stopping it.
Make sure your firewall is not set to block port 6667, and that any security software is set to permit it to work.

You could also use a full-blown IRC client like mIRC. Connect to the Gamesurge server, (irc.gamesurge.net), and then go to #toontowncentral

You may download mIRC here along with the guide to mIRC here. Othwerise, like EKB said, your friewall/antivirus system is most likely blocking the Java Chat from being allowed to connect to the internet. mIRC is better anyways, but the Java Chatroom is much more suitable if your at work and such.
