I have a feeling he may be asking about how to get a subtopic for a clan such as the Cold Caller's Guild, the Toontown Retirment Home and such. In that case, your clan has to be really popular. I mean really. Once you get a clan that is REALLY popular, you could PM a mod about getting a subtopic.
