Hall of Fame, Clan Leaders

I was wondering, do Clan Leaders get put into the Hall of Fame when their group is not longer active, or when they just step down as leader?

They get put into the HoF if they were actually mods. If they were just clan leaders, when the clan becomes inactive they are just put back to normal members.
