Since people sometime give bad reputation, you can't tell who gave it to you. It just protects the user. You can always see where someone gave it to you by clicking but that's all you can do.

It is your reputation. You get them if someone adds to it.

But, now, there is no more reputation because they only put them out for holidays (ex: Earth Day).
