As Kit T. Kat said there was a challenge in January called The Mod Hunt. Toons had to find all the Mods on TTC in TT. If you attended you got the Toon Hunter thing.

Let me be a little more specific.

If you competed in the January Mod Hunt competition and found at least one mod, you get that title.

I found 3 mods and Rockin Toon but I didn't know how to enter

The contest is over. You needed to have found certain mods within a two-hour period on January 26. While there is currently no way to obtain the Toon Hunter title, we are considering having another Mod Hunt in the future.
