Why Can I not Give Rep?

How long will it be before I can give rep out to people? Everyone talks about it and I can not partake in it.

Rep is off for newer users. Most don't know what it is or don't know how to use it properly. We normally make the change from newer user to normal user after 1-4 weeks.

Never knew this either. I was never able to give rep before and everyone else was, I thought it was off for me or something.

They do it so no one will make a new account just to give themselves Reputation.
