Forum description tags?

Let me start off by saying this: These may have been here for quite a while, and I may not have noticed them.
I've recently noticed that at the top of every forum, there's a tag with the name of the forum and the forum description. Is this new? I think it is, but I'm not entirely sure. =X Can I get some clarification here?
Oh, in case you were wondering what I'm talking about, here's a picture of the tag for this forum.

Yep, they were just added. I have never seen them.
