Click on the User CP button at the top of the page. Look at the left hand side and see where it says Control Panel. Below that it will say Settings and Options. Pan down to just above where it says Private Messages. It should say Edit Profile Picture and click on it. It'll take you to a new screen where you add your profile picture.
