Questions about Toontown Central

I have some questions about Toontown Central.

If you go on the front page and look at Forum Leaders , you'll see Grounded. What does that mean? Are the people who are grounded grounded from the site or something?

There may not be the Group Grounded anymore but mods/admins, what was that for anyways?

My second and last question. On the Front Page, if you click on Who's Online, you will see people's account with a little cross next to it. For example, Turk's account (his account is Turk) has a little cross like + next to it. So does Captain Knuckles Lemonberry (FLCL Fanatic). What does that mean?

I'm guessing that the plus signs mean your buddies on your buddy list because you have one by your ane and you are my only buddy.
