What do those two stats of gag availability mean? I thought I knew, but now I'm not sure.

You mean for your profile information? I always thought it meant that you either didn't choose the certain track(for not chosen), or you are training for it/planning to get it(for not yet available).

Not Chosen = I am not gettng it
Not available = I am going to get it later

Oh, okay. So I should put "Not Yet Available" for Toon-Up and "Not Chosen" for Lure. Thanks!

if you are going to get TU but dont have it yet and if you are not going to get lure

Yep, that's what I was planning to have.

That's weird. I selected Not Chosen for Lure, but it makes it look like I'm not gonna get it yet.
