Forum Leaders "Hall of Fame"?

In the Forum Leaders list (http://www.toontowncentral.com/forums/showgroups.php) there's something called "Hall of Fame" and it lists some people. What is it?

I think those are the retired mods/admins/super-mods whom everyone misses and hopes they come back. >_> <_<

Click on Mods & Admins under Forum Leaders in the task pane at the left of the home page.
