That could be a Toontown Dev (Developer). They have maxed toons and all gag tracks. Nice find! I've never seen that one before, so it's a GREAT find.

Apparently that picture of the "dev" is old(laff limit 129) Also, according to the laff meter in the bottom left hand corner, that toon is you.

...plus the fact that only the person in the battle can see what you've taken a picture of.
Unless of course a dev took that picture and you found it.
