I really dont want to start a arguement, but when TT goes down for maintence disney test/add things
so they put up "Penguin Place" Then they are like, nah lets put Polar Place
so they did that.

Okay,1st of all,that pic looks edited,2nd of all,this thread's title is all wrong,this isn't Disney's plan for TT,those HQs are out,3rd of all,Penguin Place was a prank,4th of all,when TT goes down for maintenance,they fix issues like extreme lag or something in the servers,not to test anything out or update,that's what test server is for.

This map was released...Disney edits the map as they add new Neighborhoods/HQs. This happened to be a very old Shticker Book map before SBHQ was released. (It looks like an unclouded map from Beta, but I could be wrong.)

Of course the street names were guessed and edited on the map because the streets were still blocked off and un-named.
