I too would win most of the races if there were no anvils. But, GSW without anvils would be like battleing cogs with gags that never miss. There is no sport in it if the outcome is always guaranteed.
As in the rest of toontown, strategies need to be devised, and GSW is no exception. I have been in the lead several times where it took 4 anvils for someone to catch up to me. I have purposfully slowed down when I had an anvil to hit the person in second place. I have held on to an anvil to retaliate when I get hit by one. I have tried to stay out of first place in the beginning of the game (tough to do). It's all about discovering the most efficient way to play the game.
I think GSW is better with anvils as it makes the outcome of the game in doubt until you actually cross the finish line.

I think that is a perfectly good way to avoid the problem. If you develop the skill to always stay in second then you don't ever have to worry. except when you get to the end of the race and you have to pull ahead. Its true, there is no such thing as a free gag.
