I'm sure they were hacking. There's a big difference between someone winning the race 1/2 to 3/4 of a lap ahead of you (usually because they are just really good, or got all speed boosts as presents) and some one who laps you three times and wins before you get 1/4 of the way through the first lap. Then, when the times come up at the end of the race, it shows that they only beat you by 1/100th of a sec...not to mention all the toons on the leader board who finish in 1/100th of a second....
