What does the Cream Pie do?

I never realised what the cream pie item does in the races. It doesn't slow them down or anything does it? I'm confused...

It doesn't slow them down, but it shows "SPLAT" all over their screen, so they can't see when to turn.

heres a trick put a banana peel when they are by it throw a pie and they will quick as can be slip slide and stop lol
