Because they have had 2 almost 4 hour maintenance's thats about 8 hours of preperation for anything that may be coming out.

Doing a huge addition like a HQ will take hours of mini patching to get it all up on the server. (maintenance)

They are probably uploading everything that works so far and fixing what isn't working for further testing on the test accounts at this point.
