limit on experience for a gag

i just found out today that there is a limit to experience points for a certain type of gag which is 200 points. after that your gag background will turn green. does this happen during cog invasions or does it double to 400.

200 is the max pts you can ever get for a gag per building, factory, mint, CFO, or VP.
