|
You get your promotion by beating the factory enough times to get a complete cog disguise, and then some merits. You receive one disguise part every time you finish the factory. When you have done these factory runs (about 11, the first time), you will get the notice that you have been promoted. This enables you to go into the vp and try to beat him.
