Is this a bug?? It rejected the name "Tiger Lily" before it could go under review???

I'm trying to make a new toon named Tiger Lily. I already have her on Toontown Test, but I want her on open now. I typed in her name and as soon as I hit enter it went "Sorry. That name will not work." and yet it accepts Tiger Lilly?? I don't think its fair if I can have her on Test but not on Open... Is this a bug or something???
