they're re-written forms of the word "newbie" ... a "newbie" is someone new to the game, or who plays as if they don't know what they're doing. The term is a carryover from other online games. The change to "noob" (sometimes "nOOb") and "noobie" is part of "3133T 5P3AK" (elite speak), the practice of spelling things in unusual ways using numbers or misplaced letters that make the same sound if spoken aloud. It's mostly done by powergamers and ,unless spoken to someone with similar typing habits, generally carries a condescending connotation. A few terms (such as nOOb) have filtered down to the general online populace.
