How do you shrink a picture?

Sorry for making this topic, but I really want to know how to shrink a pic and try to post it!

The easiest way, in my opinion, is to just do this.

1. Open the picture you want to resize in Microsoft Paint
2. Go to Edit > Select All
3. The little blue boxes at the corners of the picture will let you resize it to whatever you want.
