I know that when GSW came out, cars were appearing all over Toontown, but that was a long time ago. Maybe it's a holdover from that.

Yes I've seen screenshots like this when GSW came out.

They mainly appeared like that in estates making rumors that toontown would make a parking garage in your estate. It is a bug. And the bingo card happens from time to time.

Yes the bingo one happens when you hop on someone's dockt he second they hop off and it's bingo day.
