Sure someone could have summoned it, but why would they do it in a dead district? I mean if you landed in that district then yeah, but TT usually lands you into a district that has some people in it. And it wouldn't make sense for someone to leave a green district to come summon a cog in a blue one. But perhaps if it was summoned, it could have just been walking around for awhile. But most cogs do fly away after a certain amount of time.
