I believe that you CAN get your toon back. If you have a new account to put it in, go to ToonTown Live Chat (only available Monday thru Friday 10am to 2pm and 3pm to 6:45pm Pacific Standard Time). On the "ToonTown Times" page, click on "Help," click on "Report a Bug," choose "Chat with Toontown Live Support." Scroll to the bottom of the page and click on the link. You will need to have your new account name and parent password and the old account name and parent password as well as the name of the toon(s) you want to recover.
Keep in mind that the link and references to Live Chat disappear during the times it is not available.
Also, the customer service number for Toon Town is: 1-888-332-1626. Not sure if they can help you here or not though.
