Quite true, but not really on the point. If Toontown's population grows to a size where all current districts will be filled, they would simply add more districts. They might even create a new server.

to be serious, all the districts would be empty, as the technology is getting too fast day by day, there might be a lot of fun games than toontown. only if, toontown will be 3-D (3 dimensions) and be more technological. like using a laptop instead of the shticker book. or.. you are being teleported by a spaceship rather than going through a hole...? lol
