I doubt it's a dev. He can't be maxed in something that doesn't exist, because Bossbot HQ isn't in the game yet. The only thing in the game are empty cog suits and the pink slip thing.

Actually they can.Before gsw came out on test i found a dev fighting cogs in ttc and it showed he was still working on his points and stuff for law and boss hq.It showed he was maxed in sell and cash.And i saw another one on test that i guess decided to show him all maxed.Devs can change anything about their toons.
