Skelecog Robber Baron?

During a CFO run, I accidently clicked on a Skelecog and it showed a picture of a Robber Baron

used to click on them just to find what cog their going to be

Yeah, Sellbot HQ I clicked a Skelecog and it showed a Cold Caller. So it's not a glitch.

Are people just now figuring this out?Ive known it for a long time.And when someone hits a cog with something quickly click on the cog and it shows them with a picture of stars going around its head like in a cartoon.

I think you might mean "Are going to be." I always assumed the skelocog was the inner skeleton of the "Soon to be" cog. Like that was their first stage of creation. I don't know for sure though, off to the search I go!

but then got it's promotion.

It's actually stated somewhere on the Toontown site that Skelecogs are the pre-cog state, cogs without their suits.

skelecogs are cogs in disguise

they can be any kind of cog

They say skelecogs can use any cog attack, but they can't. A skelecog is always a certain cog, like that Rb.
