I found out exactly why it does that!! I was getting EXTREMELY annoyed by that, because every time i was near a sf, my SC+ whispered to them. It also whispered to all my sfs at once. It was really annoying!! I would be talking to someone who wasn't my sf, and my sf would respond in whisper with a, "What? o.o?"
Anyways, I figured out what you do to do that. So, first you type your sentence or whatever. When you go to press enter, make sure you're not holding down shift at the same time. As long as you wait until the whole thing is typed, and you aren't holding down shift, it will appear above your toon's head. This is what happened for me, anyway. I hope you can make it work!!
I LOVE speedchat+ once I figured out how to stop that whisper thing!! It's so much easier to communicate, and almost like having a larger friends list. I really like talking to new people and playing with them a lot, but it seems like my list is always full. This way, I can actually have normal conversations with people without worrying about Xing a friend. Way to go Disney!!

After some investigation of this over the past few hours, I do believe this whisper to all TF's nearby by holding down shift and pressing enter is an intentional hidden feature allowing you to say something to all your TF friends nearby without anyone non TF's seeing it. I actually requested this feature during testing but it was added in a way I was not expecting! Thanks to sallywhiskerpoof for telling me the key combo for this!
