They're toons with a test account that lets them get a special server where things come out early so that people can test them. After most of the bugs the testers reported are fixed, they release it on open.

There is a test server where all new features get put and tested before going to regular or Open server. That is what they mean by test toons. You have to sign up for it and get e-mail from tt that you got accepted.
