Not completely. Here's the downsides:
Can't have any secret friends
Can't go anywhere else besides TTC
(even if you passed it...)
If you can't go past TTC, you can forget about hqs.
Can't have a garden
Can only have 2 toons
(green house and pink)

And I think that's it.
It's like the 3 day trial, but for forever.

and I think they can't do real races but only practice

assuming that its still like it was on test,you can't garden or buy anything besides clothes,and you can't leave tt central or have true friends. So I don't see anybody dumping their paid account for a free one. I don't know what the poster was referring to when they said Disney lied.

Actually, I have paid for a year of toontown, and I have gotten over 3 years (including now) free! It is weird, it doesn't show up on the bill. I guess its because I had to make a new user because of their billing issues.. they gave me my account free and its like a paid account.
