Am I able to take a picture with my built in camera in my Macbook?

What type of picture?
one of yourself?
one of Toontown?

For one of yourself go on photobooth and start snapping away.
For Screenshots-

Command-Shift-3: takes a screenshot of the screen, and saves it as a file on the desktop.

Command-Shift-4, then select an area: takes a screenshot of an area and saves it as a file on the desktop.

Command-Shift-4, then space, then click a window: takes a screenshot of a window and saves it as a file on the desktop.

Or if you prefer to copy it to the clipboard, you just throw the control key into the mix.

From your title and your question, you can take a picture with the built in i-sight camera using photobooth. Once there you can just drag the picture out onto your desktop, log into toontowncentral go into the gallery, and upload it. Is that what you need, or do you want me to be more specific?
