You need to sign up. But it takes a long time to get one sometimes. By the time you get one it will probably be on open toontown already. sorry but thats what usually happens.

Look on the front page on the left side side near the skelecog. I hope that you know that you are most likely to not get your test account even after a couple weeks that LB HQ is on open. So it may not be worth it.
