Victoria? I dout it they would say it on there, but It maybe there I don't know, what Pearl said try there, they would announce it.

If you mean Victoria, BC, then the answer is no. Outside of the US we have to pay for toontown by credit card. I know this because I live in BC too and looked into it extensively before resorting to that.
