Yes, they do. And if you're going to ask: No, they won't put it up on their site. Reason: Toontown Online has it set up so you can only be friends with people you know in real life, thus, hopefully making it a safer environment for younger players (discuss internet safety here).

Toontowncentral.com has it set up where, in the Secret Swapping forum, you can post secrets for anyone & everyone, going AROUND Disney's safety measures. Disney will not endorse anything doing that.

Programmers don't post updates on this message board, other toons do who see the updates on their site.

They do, trust me. There's not a whole lot they can do TO run this or any other fan site into the ground. It's privately owned. We're not making money off of Disney and there's no real copyright infringements.

If you will look in the upper left hand corner of the thread (in the orange section), there is a date. That date is when the thread was posted. Usually when there has been no activity on a thread for a while, it is a good practice to leave them dead. But you are a free person, don't let me tell you how to enjoy your toontowncentral. Once again, no offense intended.
